Watch the whole interchange and it will become clear that when he said he was "creating a story," he wasn't referring to 'making up a story' but instead he was saying that he was 'forcing the media to report what's going on,' i.e., *amplifying* a story, making the media report on something they'd deliberately been ignoring.
