They may not care about the Marxist ideology, because the ideology is only useful insofar as it makes them feel self-important.
I think the bureaucrat and the self-important cogs in the machine are fundamentally opposed to meritocracy.
While legislative mandates are a strong legal route, a new frame that makes bureaucrats feel self-important without the toxicity of CRT might go further in fixing the CRT aspect of bureaucratic culture.
