I am not predicting that it will happen, but it is possible that SCOTUS will rule in favor of the legality and constitutionality of Prop 187 or state laws similar to it in the future.

I think that you should expand this investigation into all Blue and Purple states. I don’t think many people are aware of how many government programs give social benefits to legal and illegal immigrants. Same for voter registration.
Also keep in mind that there is what is legal and what is actually done. In many cases, sympathetic social welfare workers will help immigrants circumvent the law even when a state excludes immigrants from eligibility.
I live in this state, my wife is from this state. It was different in the early 2000’s, when it had much more of a positive outlook. If voting can't be restricted to citizens because IDs are too hard to obtain, asking welfare recipients for a passport or birth certificate seems like a bridge way too far. So the program administrators probably just ask and take whatever answer they get as true. After all, it isn't their money and complaints might spin up to charges of discrimination and other possible career killers.
There is no incentive to be judicious when handing out welfare. The wards might complain to the press. Better to, as an administrator, keep your head down while throwing those gold bars off the Titanic, even if a gram or two is your own.
Stop all federal programs to all states. Let the states front 80%of programs and then after that is spent a 20% federal infusion. Otherwise follow the Constitution as originally written without bogus amendments like income tax or voting for senators. Let CW2 insue and see who wins.

Both of my kids stayed in California. They are hard workers, picking up extra shifts and whatever needs to be done to scrape out a living. How they can support this I just don't understand except to say I doubt they realize the extent of it. And what about retirees, maxing out at about$36000-48000 a year on SS benefits( which is actually a small portion of higher earners, most make less) and constantly hearing about SS running out of money? Or homeless vets?
